Ann Siang Hill was formerly known as Scott's Hill and was owned by Charles Scott, who established a nutmeg and clove estate on it. He sold it to John Gemmill, who gave it the name Gemmill's Hill. The hill was renamed Ann Siang Hill after Chia Ann Siang purchased it and built his home and estate on it. A Cantonese burial ground, one of Singapore's oldest Chinese burial grounds, was located at the foot of this hill, near Mount Erskine, and was in use until 1867. This cemetery was excavated in 1907, and a portion of it became part of the Telok Ayer reclamation project. In the 1890s, a Malay college that provided education was established.
